Payroll legislation has become very complicated and now includes much more than the deduction and paying over of tax and national insurance. Recent changes to legislation have included Contracted-Out NIC rebates, payment of Tax Credits (Working Families and Disabled Persons), deduction of Student Loans, and the EC Working Time Directive. Penalties for non-compliance of current legislation has risen dramatically as companies fail to keep up with the changes. Many businesses do not have the in-house resources to ensure continued compliance.
